CoAction WIC is excited to announce the launch of its new Diaper Distribution Pilot Program, set to begin this Friday January 17, 2025 in Northwest Indiana. This initiative is part of a statewide effort funded by a $1.2 million grant from the U.S. Department of Health and Human Services’ Diaper Distribution Demonstration and Research Pilot (DDDRP).
Families served through Coaction's WIC program will receive 50 diapers for children aged 12–23 months during their 1-year-old recertification appointment. The program has enough diapers to serve approximately 1,000 one-year-olds in its first phase. CoAction WIC currently has a supply of 58,000 diapers.
The program is designed to provide diapers, to families in need with children between the ages of 12 – 23 months old, while connecting them with additional resources to address the underlying causes of poverty. This effort reflects CoAction WIC’s continued dedication to supporting families and strengthening the community in Northwest Indiana.
“Access to diapers is crucial for the health and well-being of infants and toddlers, yet many families face financial challenges in providing this essential resource,” said Jennifer Malone, Chief Services Officer of CoAction. “By ensuring access to diapers, we are not only supporting child health and nutrition but also helping to reduce the financial strain on parents and caregivers, allowing them to focus on nurturing their children.”
According to the DDDRP enrollment survey, as of August 2024, with a 41% estimated response rate, many families face significant challenges related to diaper need:
-37% of families stretched their diaper supply by changing diapers less frequently.
-12% kept their child diaperless to conserve diapers.
-55% borrowed money or diapers from family or friends.
-38% often felt stress about providing necessities such as food, clothing, and shelter.
-42% often felt stress about having enough diapers.
-45% reduced spending on essential needs, such as food and utilities, to afford diapers.
-31% reported children experiencing diaper rash, bladder infections, or other health issues related to diaper need.
-6% took their children to the ER due to diaper-related health issues.
The impacts of diaper need extend beyond child health, often affecting families’ ability to secure childcare, seek employment, and maintain financial stability. The Diaper Distribution Pilot Program will address these challenges by providing reliable access to this vital resource.
Additionally, 74% of households served have an annual income of less than $35,000, and 66% of caregivers are working, in school, or looking for work.

CoAction WIC’s Diaper Distribution Pilot aligns with the broader goals of the DDDRP, which is the first federally funded diaper assistance program.
